You can certainly stop and say hi. We might both then kind of fidget because I suck at small talk, too, but, hey. :)
As for online, most of my characters don't see you too much. One I suspect you don't know I play has interacted with Duncan a few times, though. (Nothing particularly outrageous, mind you, but more than just waving 'hi' as they pass by.)
