In a setting that is an alternate version of feudal Japan, with races of anthropomorphic animals instead of humans but no other (overt) magic and myth, what would it mean for a fox-person to be a kitsune?

I think that linguistically, in a furry feudal Japan, fox people might be called kitsune. Since you mentioned a low-magic version, I would assume that there wouldn't be shape-shifting fox spirits with weird powers, thus no need to distinguish between fox-people and kitsunes.
